It is difficult to choose select option.

Steps To Reproduce:
1. Open attached ( <select> with <optgroup> )
2. Click dropdown arrow
3. Attempt to choose option by mouse
   click left margine blank area

Actual Results:
No hover effect.
Left margine blank area is not clickable.

Expected Results:
Whole width of row should be clickable
Fixed by 1047713.
