Description:
When there is no SIM Card in the device, most SIM related menu items in Settings will indicate that there is "No SIM card."  SIM Security does not indicate this.

Repro Steps:
1) Update a Xperia Z3 Compact (B2G) to 20150602115822
2) Ensure there is not a SIM card in the device.
3) Launch the Settings app scroll down to SIM Security

Actual:
SIM Security does not indicate that there is not a SIM Card in the device.

Expected:
SIM Security indicated "No SIM card" in the list item status.

This issue does NOT occur on Flame 3.0 builds.
On a device without a SIM Card, SIM Manager (The Dual SIM alternative to the SIM Security list item) indicates "No SIM card" in the list item status.

Hsin-Yi, we have seen some bugs in aries related to the fact that we don't know if we have a sim card, or sim pim not appearing.

They look like we are not able to detect the sim state, do you know someone that could take a look?

The problem is when there is no activeSlot, we don't display correct message. 
There is no relative with sim card state because it is detected as expect on aries and flame.

I created a WIP patch, please give me some feedback. Thanks.
