The link works fine with mozilla 0.9.6 and netscape 4.78.
This link should open up a login-box, instead a box pops up saying:

Expected Results: A log-in window should pop up

Although it seems that the URL is http, it actually uses SSL (https). PSM is
required for https.
Install PSM and the error will go away.
