MSIE uses 'Refresh' when Mozilla uses 'Reload'. I think that using 'Refresh' to
mean repaint would be confusing to ex-MSIE users.

Why would this be useful? Repainting manually should never be necessary.

No, on the contrary. Sometime you need to do a repaint when the display is bit
messed up. Black lines in the images for instance, or artifacts when scrolling
while a page is still loading. But most common users won't understand this, only
developers.
On my Mac, I've always used Windowshade to quickly rollup and down the window
(that's a quadruple-click on the title bar). On Windows and Unix, I use a
minimize and a maximize, but that's a bit more difficult.

What about completely rebuilding a pege without getting it from a server? Not
only the part currently visible, but all the page?

bugs? That seems like a bad idea.
Alexander: what do you mean by "reconstruct"? What you're saying sounds like
"reload" to me... ("reload" does not hit the server, necessarily; shift-reload
does).

And what does Reload and Refresh in Communicator?

As far as I can tell, redraws the browser UI and content area under Windows. I
don't recall such a menuitem in Unix communicator, but can't check at the
moment. No idea about Mac.
The windows version seems like a pointless waste of menu space to me...
