Description:
If the user has notifications in the notification tray when they install an OTA System Update, those notification are not preserved after the device restarts.

Repro Steps:
1) Update a Aries to 20150604140701
2) Recieve a text message, missed call, and take a screenshot to have several notifications in the utility tray.
3) Pull down the notification tray and perform an OTA System Update
4) Allow the device to restart to finish the OTA

Actual:
The notifications are not preserved after an OTA

Expected:
All notifications are preserved after an OTA
