Normal Unix programs pick up updates to /etc/resolv.conf. So, for example, if I have programs running and I plug in my DHCP-using laptop into a new network, the program can look things up without having to restart. This isn't the case for Mozilla. Start your laptop unplugged and with an empty /etc/resolv.conf. Fire up Mozilla. Note that it can't find your start page. Plug into the network. Note that /etc/resolv.conf was updated by DHCP. Notice that Mozilla still can't find any pages.
