Confusingly, the use1.pp and usw2.pp files are only used to check connectivity between regions and scl3. You want to put the host definitions in scl3.pp. And for consistency sake, I would give the service description as 'procs - signing-worker' to match what we have for other checks (though I see a bit of inconsistency has bled in, I should go back and clean that up). Otherwise, I think this looks good.
