1174809 - Refresh "Select login" doorhanger when login store changes

For the "Select login" doorhanger in the Site Identity popup, we fetch the logins when we detect a password field in the page. This data can be stale if the user tries to login with a new (incorrect) login and saves it, because the login page loads before the new login has been saved.

We could also try to listen for passwordmgr-storage-changed, and send an update if a password field was detected.
