User Story
User Story: * As a user, I expect Firefox to know what things to block or unblock and trust them to work with reputable companies to identify trackers, because I just want to be safe when I start up PBM. Acceptance Criteria: * Tracking protection relies on third-party blocklists that have identified sites engaged in cross-site tracking * The feature will include one default blocklist when we ship * A third-party will update the list, adding new domains if they are discovered to host trackers and removing domains if they no longer host trackers

This will require a BD partnership and some services work. I don't believe there is any desktop/mobile UI work here.
