User Story
User Story: * As an advanced user who turned TP on via the experimental about:config Polaris pref, I want to learn more about how Polaris TP is changing so that I can decide whether I want to disable it. Acceptance Criteria: * The current Polaris/TP experiment SUMO page is updated to reflect changes to TP (lists, etc.) and how TP is built for PBM. If a stricter list is chosen, SUMO page will inform state that more breakage will occur.

We had Joni block this page from search engines because it outranks the new TP in PBM page which is what mainstream users are going to see and what's actually supported. This old page is out of date and as we look to expand TP out of PBM, we'll eventually have to rewrite it and modernize it.
