What did you do?

Some pages (see https://browsercompat.herokuapp.com/importer/1479 for example) have their "Browser compatibility" and "Specification" sections backward. 

What happened?

Error.

What should have happened?

The importer should gracefully accept these pages. We have many of them.

Is there anything else we should know?
======================================
Parser isn't flexible enough to handle different section orders.  I'll need the changes from bug 1171957 (refactor parser) before I can tackle this.  Until then, an editor could manually switch the sections.
