The size of the Prefill Form Data window is not large enough by default to show 
buttons at the bottom (OK/Cancel) when there is a lot
of data to be prefilled.

Reproducible: Always
Steps to Reproduce:
1. follow steps for http://mozilla.org/quality/browser/front-end/testcases/form-
manager/sample-web3.html

Actual Results:  correct window comes up, but is not large enough to display the
OK/Cancel buttons

Expected Results:  I expect to not have to resize the window to click OK. I'd 
like the window to be large enough by default to see the OK/Cancel buttons, OR
have a scrollbar on the window so I can scroll down.

This problem did NOT appear on the Linux machine I have, only on the
OpenVMS machines. This isn't a blocking problem, but it's annoying.
