If we use funsize to generate multiple partial updates we should not submit complete MAR information more than once. As a possible solution we should consider submitting all MARs in one shot.

Funsize checks existing (in Balrog) and possible replacement complete MARs. It compares their checksums, and if they do match, it won't update any information in Balrog.
