1. Edit a document with non-ascii characters in the title (e.g., https://developer.mozilla.org/fr/Apps/Design/Contenu)
2. Save changes
What happened?

Document is saved, but the django-tidings event to send wiki edit notification emails fails with this output: https://pastebin.mozilla.org/8837181
What should have happened?
==========================
Document should be saved, and django-tidings wiki edit notifications should send without error.
Is there anything else we should know?

It looks to me that the given URL has only ASCII characters: https://developer.mozilla.org/fr/Apps/Design/Contenu

Correct - AFAICT it's the non ASCII characters in the *title* that cause the error during tidylib.
