Instead of hiding the TP controls entirely, there should be a message indicating that no tracking elements were detected on the page (see screenshot).
This is the case for the web progress listener event -> !(state & STATE_BLOCKED_TRACKING_CONTENT) && !(state & STATE_LOADED_TRACKING_CONTENT)
This depends on moving the existing TP controls into CC (Bug 1175327).
