[Blocking Requested - why for this release]: Obviously broken experience.
If you have the hardware composer enabled (the default setting) and launch an app newly (this doesn't occur if the app is already loaded), the screen goes a bit nuts while the app-launching animation plays and the screen ends up partitioned oddly.
Disabling the hardware composer in the developer menu fixes the issue. Reproduceable with master Gecko/Gaia from today and within the last week or so. Video attached.

I also saw this bug but my steps is a little different (killing and reopening an app didn't always seem to repro the bug for me).
My STR:
1) Flash the phone or Factory Reset it via Settings > Device Information
2) Progress past FTU without changing anything
3) Open Phone, Messages, Contacts, and then E-Mail app
Right when it opens E-Mail app it shows the incorrectly partitioned screen. 1 out of 5 attempts I saw the bug before I got to E-Mail app, but most of the time the bug seemed to occur when I got to E-Mail app.
The bug does go away when I lock and unlock the phone, and doesn't seem to come back if I do step 3 again.
possibly a dup of bug 1176301.
Might be more of a dup of bug bug 1171201; I can't seem to reproduce this with RC4 w/ HWC turned on.

This is dup of Bug 1176301. On latest dogfooding rom HWC composition is disabled. And this problem seems not happen.
