Somehow on non-bidi window and linux (not sure about bidi window) Arabic vowel
sign is not display correclty. not a problem on Mac after we fix the other mac
issues. not sure about bidi window. the vowel sign should be place above or
below the other characters without breaking the join. Currently we display the
vowel sign as a stand along character and break the joinning. The surronding
joinning behavior is correct. But we should display the vowel sign as a zero
