When the tracking section is collapsed, keywords are displayed like they are in the whiteboard

1) Add a keyword to a bug (eg "foxfood") 2) View the bug in modal view, with the tracking field collapsed Expected: The "foxfood" keyword is shown on the collapsed "tracking" row, in such a way that it's clear it is a keyword and not a whiteboard annotation. Actual: It is displayed as "[foxfood]", which makes it look like it's from the whiteboard. This is confusing for keywords that are new, where we have transitioned from the whiteboard - ie: when I'm on the look-out for cases where people are still incorrectly using the whiteboard annotation & I'd then go and fix the bug to use the keyword instead. Perhaps instead of "[foo][bar]" something like: "keywords: foo, bar" or: "{foo, bar}"
