We realized that the div was inheriting the pointer-events and clicks were passing through. We need to write tests to prevent this from regressing in-case the css is removed.

Description:
When the user has the software home button enabled and unlocks their phone from the lockscreen into any app, they will observe the SHB be slow to load and reveal the homscreen momentarily. This appears to be a recent regression, as the previous nightly observed, 20150501010203, exhibits a smoother load in, and animated transition in some cases.
