Currently we are using nssm to install generic worker on windows. We should be able to install as a service directly using windows syscalls rather than relying on an external tool.

Now we install generic worker as a scheduled task, not a windows service, so no longer needed.
If we revert to installing as a service, we can reopen this bug.
