1179680 - Lost ability to add new mail/news accounts

Steps how to reproduce  with DE SeaMonkey 2.35(γ)  (Windows NT 6.1; WOW64; rv:38.0 nightly by Adrian Kalla)  Gecko/20100101 Build 20150616034436 (Classic Theme) on German WIN7 64bit:

0. Launch Seamonkey / E-mail client
1. Menu 'Edit → Mail & Newsgroups account settings → [Add Account]'
   Expected: "Select Type of Account: POP - IMAP . News?" dialog appears
             with radio buttons for selection
   Actual: next dialog "Your Name / Your e-mail address" immediately 
           appears

Additional information:
a) I think that problem appeared after I had activated a Master Password 
   in menu 'Edit  → data protection and security → Master password'
b) I did a test with an other User Profile
b1) Tried to add a new news account until step 1: everything as expected
b2) Activated master password → tried to add a new news account until
    step 1:  everything as expected
b3) closed → relaunched SeaMonkey → tried to add a new news account until
    step 1:  can not add account, account type selector does not appear,
    impossible to add account
c) *be* *cautious*: Due to Help it is impossible to get rid of master
   password without loosing all your passwords
d) more investigation required, I can't tell whether that is an old 
   problem.
e) I found this during my tests for 
   "Bug 724296 - Prompt for Master Password when seemingly not required"

Are you running into, Bug 521861 - After creating news account through clicking news URL Account Wizard is broken (skips account type selection, bound to invalid news account) ?

That looks similar, but my problem definitively did not appear in 2009. I will do some tests later.

go to about:config
Search for "invalid" in preferences that start with "mailnews"
