Steps to reproduce:
1. Open a new tab and type "about:preferences" on the url bar. Or select
Menu -> Options
2. Select Menu -> Open help menu (the question mark icon left to the exit
icon) -> About Firefox
3. Now place the about firefox window like the "attachement_1.png" and
click any of the dropdown list options available there,
example "When Firefox Starts:"
Actual results:
The options from that dropdown list overlaps the about firefox window.
As a matter of fact, any dropdown list item overlaps the about firefox window.
Expected results:
As "About Firefox" window is a separate window, dropdown list item or any other element form the main window should not overlap the other window.
I can reproduce this with any kind of popup including <select> drop-down list and context menu.
However, I don't really think they must behave another way, because such popups should be fully visible when you open them.
And also about-firefox is special window: if you open such popups when the other _real_ window is active, then you automatically give focus to firefox window and firefox window becomes the "top one". And you still see the intents of popup.
You should probably request info from some aware Bugzilla user if you disagree with me

Seems like the odd thing here is that the about window is always on top. Normal windows would just be hidden behind the main window once the dropdown is clicked and that situation wouldn't exist.
Since this seems to be an extremely specific case and the current behavior actually does support user flow in that case (despite looking undeniably odd), so I think we can safely mark this as wontfix.
Feel free to re-open if there are any more frequent cases where this is happening...
