When the "Control+Enter in the URL bar" option is checked in Prefs/Navigator/Tabbed Browsing, entering a URL in the location bar and pressing the return key causes a new tab to open. The keypad enter key causes the same behavior. Ctrl-return and ctrl-enter are not recognized at all - the URL entered is not visited. This is briefly mentioned in the first comment of bug 106398. First saw this in 0.9.6, still shows up in nightly build 2002010308.
I inadvertantly submitted this for the wrong component; changing to "Tabbed Browser"
