1181717 - CSS Filter tooltip: tooltips e.g. for drag handler not shown

Firefox 42.0a1 and Firefox 40.0 Beta 2 on Windows 8.1

The tooltips in the CSS Filter Tooltip don't seem to work: Moving the mouse over the drag box doesn't show the tooltip for it:

Steps to reproduce:
1. Open http://bennettfeely.com/filters/
2. Inspect an image (e.g. the blurred one) and then switch to <figure class="blur">
3. On the right, click on the circle for filter: blur;
4. Add filters.
5. Move mouse over drag box on the left.
