Kid-related tiles replaces our default tiles
Where is this list of tiles going to come from?

My understanding was that the top-sites would come from the partners, and I could make tile assets from those lists. We don't have our own.

If this is the case, I don't think this can be a v1 requirement, since we're not targeting a partnership for the v1 release.
