Details

Both IE and Chrome CPU usage drop quite a bit when a tab with a video is no longer the foreground tab. This helps responsiveness and frees up CPU usage for the foreground tab. We should do this too. We can stop decoding video if a video is in a background tab, but we should still keep decoding audio.
