1182970 - [Captive Portal] Notification UX and wording is confusing

My neighborhood Whole Foods has a captive portal Wi-Fi network. I manually connected (in the Wi-Fi Settings) to the "WholeFoodsMarket" Wi-Fi network for the first time with my Z3C phone today. Two points confused me:

1. After I connected, a notification popped up saying "The network 'WholeFoodsMarket' has been found." This was confusing because I had already connected to the network. The notification didn't say anything about a captive portal or needing to log into the network that I had already connected to.

2. When I realized the "network has been found" notification must be a captive portal message, I tried to tap the notification pop-up but tapping it did nothing and then it disappeared. Tapping without anything happening was confusing. I had to manually open the notification panel and tap the "network has been found" notification again.

Thanks Chris!  We'll be working on fixing up the notifications as part of bug 1174155.  I've marked this bug to block 1174155 so we'll take a look at this as well :)
