Pressing Ctrl+E on a webpage when the Search box has been put in the "More Tools"/Customize pane redirects the page to about:home.

Expected:
Focus should be moved to the location bar, but the page shouldn't navigate.

Actual:
The page navigates to about:home and the search box on about:home is focused.
It may have redirected to the search provider's webpage before. But now that we do a good job supporting search from the location bar we shouldn't introduce an extra navigation.
This isn't new, at all. The original "has a navigation" behaviour dates back to pre-1.0.  We changed to about:home instead because that was a cleaner, faster alternative.

That said, I think it's a valid RFE to consider, now that we have suggestions in the search bar.  Morphing accordingly.
