Details

Netflix asks to activate Silverlight to play video. If Silverlight is disabled or uninstalled, it redirects to a page to 'Install the Microsoft Silverlight plug-in now'. 

Clean profile; media.gmp-eme-adobe.version is 11; Adobe CDM plugin is enabled; DRM content option is enabled.

Now that 39 is in Release, Netflix is no longer serving EME/HTML5 to 39 users. That will change for a subset of users soon, but in the meantime, if you want EME in 39 you need a special test account.

So you're getting what Netflix wants you to get.

40 and later are apparently always getting EME/HTML5 now however.
