The build Mozilla 0.9.7 Mozilla/5.0 (Windows; U; Win98; en-US; rv:0.9.7)
Gecko/20011221

Running Win98SE (with IE6 installed if it makes any difference), running
Mozilla 0.9.7, Mozilla does not save favicons for bookmarks.

It has a strange habit of viewing a site, and loading the favicon for that site
into memory. It displays the favicon for both the bookmark, and also in the
location bar. When closing Mozilla, these favicons all seem to disappear.

Sometimes Mozilla will cache the favicons for a few days, and then suddenly
they will all disappear. This also happens with favicons loading in one new
browser window, while a browser window already exists with a site loaded.
Closing the 2nd window appears to lose the favicons from the bookmarks also.

Sites where I have visited, had the favicons stored and then lost:

 http://www.voodooextreme.com/
 http://www.thecpl.com/

Preferred solution: Mozilla should download favicons to local drive, and store
them, referenced against the bookmarks.html file, so they are always available.
They should be stored seperately from browser cache, so they are not deleted
when cache is emptied.

I also noticed that when Mozilla *does* have all the favicons available to
display in the bookmarks, they tend to take a while to actually load. But that's
for a seperate bug report (once they actually store correctly).
This sounds like (another!) dupe of 114824. The problems you are seeing are
because the icons are stored in Mozilla's cache. If you have a small disk cache
and visit lots of sites then the favicons will be kicked out quite frequently
(e.g. every couple of days).

Marking this as a dupe of 114824. Please raise the performance one you mention
as a separate bug. PS: Thanks for the well written bug report.
