bug 1182909 works well for the CC list, looks like we need to extend it to any multi-user field.
i've added protection to flags (which includes needinfo). the only other multi-user field we have is bug-mentors. that was tricker to wrap protection around, so instead i've set a hard limit of 10 mentors per bug. the bug with the most amount of legitimate mentors has 4.
