Steps to reproduce:
After update from 38 to 39 the new tabs page changed from previous setting of 3 rows to 2
However, the about:config shows it set to 3
Actual results:
3 rows of tabs
became 2 rows
Expected results:
3 rows should be present
Status: UNCONFIRMED → RESOLVED
