I was unable to reproduce this issue on the latest Spark 2.5 Master build.
The description sounds a lot like bug 1176301, as that bug affected just about any app transitions and would lead to the SHB being misplaced high upon the screen. Given the date this was reported, I imagine the fix was not yet present on the latest 'dogfood' channel OTA at that time.
The attached screenshot for this issue also doesn't seem to demonstrate the bug, which further points toward bug 1176301, because as I remember, that issue was not represented when taking a screenshot, and only visible when physically viewing the device screen.

David it seems this issue may already be fixed. Can you try to reproduce it on a more recent build and see if it still happens.
