Details

Bug 1177576 handles icons for the existing mixed content states, but passive mixed content states need to be implemented by bug 1185173. This bug is specifically for handling icons for the passive mixed content states because we should decouple the new passive mixed content behavior from icons (in case there are regressions or something).

I tried to keep adding passive mixed content handling and adding UI for it separate, but it turned out to be really annoying and I'd have to do a lot more work, so I just did all the work for this bug in bug 1185173. Duping.
