Reproduced on:
Windows 10 32-bit, Windows 7 64-bit and Windows 8.1 64bit
Reproducing on:
- latest Nightly, build ID: 20150720030213;
- latest Aurora, build ID: 20150720004006;
- Firefox 40 beta 6, build ID: 20150720220238.
STR:
1. Open Firefox using a clean profile
2. (if you are not using a HiDPI device) Go to about:config and set layout.css.devPixelsPerPx to 2.
3. Click on the Loop/Hello icon and start several calls.
Expected Results:
The conversation window properly displays a scrollbar if many calls are shown.
Actual Results:
The menu is cut-off and the user is unable to Start new calls.

Notes:
Reproduced using both regular(with the pref set as mentioned in comment 2) and HiDPI displays.

Cornel, could you retest this on the latest nightly please?
We've now forced the size of the panel to be fixed. Whilst I can show a failure on Mac, I'd like to confirm if its the same failure or a different one on Windows.
Note also, if you're setting the pref, that might cause issues if you don't restart FF. Although obviously this should work if dynamically going from a non-HiDPI to a HiDPI or vice-versa.

With the latest changes, I still (kinda) reproduce this issue using Windows 10 64-bit on latest Nightly (build ID: 20150920030217).
Using the browser maximized, it's not a problem.
When the browser it's in window mode the Hello Menu is overlapped by the Windows startbar (screenshot: http://i.imgur.com/ZRajHlQ.png) and when Firefox is positioned near the bottom of the screen, the menu is cut-off and the user cannot initiate any new call (see screenshot: http://i.imgur.com/Cveoa0K.png).
