Three people didn’t see the shield when on a tracking page. All users were on Win 7 or earlier in Nightly.

We probably need to reproduce this one. One idea is that these users didn't get the Shavar blocklist in time, so that when they did the user test their browser didn't know there was anything to block.
Matt also noted they could have another blocker (i.e. ABP) on the machine if they had an existing profile. Let's review the videos to see what we can see.

Hi Florin, is there someone available to confirm this issue still exists.

Paul can you see if you can reproduce this issue?

I wasn't able to reproduce this on 42.0a2 (2015-08-19), 43.0a1 (2015-08-19), Win 7 x64.
The tracking shield was displayed on cnn.com, youtube.com, having privacy.trackingprotection.enabled=TRUE.
