when typing in url shield icon should have same fade that site identity icon has to give focus to url entry

Currently the shield stays full opacity. It should match the treatment of the globe in attachment.

The issue of the shield being visible while typing a different address has already been fixed as part of the other work on the identity block. We might explore keeping the width of the identity block constant when the user starts typing, instead of increasing the available space like we do now. If necessary this can be done in another bug.
