this repo will be used by releng services that are not easily able to switch over to using the new Mozharness location that lives in gecko tree.

Ideally this is a stopgap as it means http://hg.mozilla.org/build/releng-mozharness will not receive upstream (gecko) changes. If we have to use this setup permanently, then we will be forced to fragment mozharness.
