Talking to Josh today, the B2G v2.1 release has reached a point where no new releases are planned for it other than the work happening on the related-but-separate v2.1s branch. In order to free up automation and engineering resources, we would like to formally EOL v2.1.

What's changing:
* No more builds/tests on the releases/mozilla-b2g34_v2_1 branch.
* No more automatic security backports to the v2.1 release (i.e. sec-high/crit bugs).
* The blocking-b2g:2.1, status-b2g-v2.1, approval‑mozilla‑b2g34, and approval‑gaia‑v2.1 flags will be retired.

What's NOT changing:
* Automated builds/tests will continue as normal for the releases/mozilla-b2g34_v2_1s branch.
* Security bugs meeting the criteria for automatic backport will continue to land on the v2.1s branch for the supported duration of any releases off that branch.
* The v2.1s blocking/status flags will remain in use for the supported duration of any releases based off that branch.
--> We do not have approval flags for this branch, so I'd propose either creating them or just leaving blocking-b2g:2.1s+ as sufficient approval for uplift.
* Backports for v2.1s bugs will continue as needed.
