STR:
* set screenlock passcode other than 0000, say, 1234
* turn off/on the screen to verify that the passcode is now 1234
* reboot the device
* the passcode is reset to 0000

[Blocking Requested - why for this release]: I also ran into this issue. This is definitely a blocking bug as it prevents further use of the device. (particularly if you don't know that it resets to 0000)

might related to Bug 1181565, which have logic that set default to 0000
The dogfood build needs to be updated. I tested it earlier, I believe that this is a dup of bug 1181565.

No longer observed after OTA update.
