Extensions Do Not Install Properly when Browser Initially in Safe Mode

New Profile
Restart FF
Restart again for good measure

Now restart FF in Safe Mode
Drag an extension into FF
Open Addons Manager & verify that it is "installed"

Close FF

Restart FF normally

Open Addons Manager & verify that above extension is "installed"

Extension is "installed", but not properly.
Extension does not work.

Tested in SeaMonkey 2.33.1 (Gecko 36) & FF 39.
Tested with FlashGot, NukeAnythingEnhanced, & AdblockPlus (restartless)

In most cases the extension "favorite icon" (if you will) fails to display in Addons Manager.
With AdblockPlus, a Disable followed by Enable gets it to work.
A non-restartless extension, it looks like you may need to actually remove & reinstall?

In the case of AdblockPlus you will know it is installed because it will download filter definitions & open a "first run" page.

If working, FlashGot & NukeAnythingEnhanced will both have context-menu items.

Following the steps from description of this bug I can reproduce this issue on Firefox 53.0a1 (2017-01-12), Firefox 52.0a2 (2017-01-13), Firefox 51.0b13 (20170109165508), Firefox 50.1.0 (20161208153507) and SeaMonkey 2.46 (20161213183751) under Windows 7 64-bit and Ubuntu 16.04 LTS 32-bit.
