Description:
If the utility tray is open and the user touches the screen with 2 fingers it will scroll the homescreen.

Repro Steps:
1) Update a Flame to 20150723010205
2) Pull down the utility tray
3) Touch the screen with 2 fingers
4) Scroll up and down
5) Observe homescreen behind utility tray

Actual:
The homescreen scrolls while the utility tray is open

Expected:
It is expected that the user cannot scroll the homescreen while the utility tray is open.

This issue DOES NOT occur on Flame 2.5.

Given that the STR involves 2-fingered panning, this could be a regression from bug 1031443.

Unfortunately, I don't have an Aries device, and, like Adam, I can't repro the bug on a Flame.

This problem goes away when the customizer add-on is disabled. It is almost certainly the same problem described at https://bugzilla.mozilla.org/show_bug.cgi?id=1186635#c5.
