[2.Testing Steps]:
1.Enable USB Mass Storage(UMS) in Settings and connect with PC .
2.Launch Camera.
[3.Expected Result]:
2.There is a prompt that memory card in use, unplug device to use the App.
[4.Actual Result]:
2.You can Launch Camera successfully and use it normally.

Aries uses MTP as a default which allows access to media apps while sharing with USB. Perhaps these cases need to be updated for MTP vs UMS
see bug 1171556

But right now, when I enable USB storage, I don't see the drive appear on my Mac: I see Android transfer tool, which means that MTP is enabled. And and dhylands explained earlier, Camera can be used when connected while MTP is active.
Wanted to clarify:
When USB Storage is enabled in Settings, should it enable UMS or MTP? https://bugzilla.mozilla.org/show_bug.cgi?id=1171556#c14 suggests that we are enabling MTP by design, and if it's true, then we should be able to use Camera when connected to PC. Then we can close this bug since it's by design.

You can control whether it uses MTP or UMS.
If you tap on the left side of the USB Storage item, you'll be presented with a dialog that allows you to choose between UMS or MTP. UMS is the default on flame, and MTP is the default on Aries, but you can use either one on both phones.
I think you should only change between UMS and MTP while USB Storage is disabled (I believe that there is a bug open for that)

Yes, according to comment 4, the control should be available in both cases. The bug dave mentions is about switching between UMS and MTP when USB is enabled.
So I'll go ahead and close this bug.
