User Story

As a link clicker on the standalone client UI, I can scroll independently on tabs that the link generator shares with me.

Acceptance criteria:
- Independent scrolling is enabled when tab sharing is active (always enabled when tab sharing is active)
- The tab sharer can scroll up and down, left and right without any impact on what the other participant sees (the link clicker receiving a shared tab does not see the shared content changing when tab sharer scrolls.)
- The link clicker receiving a shared tab can scroll up and down or left and right if the shared tab area is larger than the viewing area - this does not affect the link generator's view
- Latency between scroll demand input and visual realization of scroll is less than 100ms in good networking conditions

Adam said there may be a platform component: set the viewport on a tab sharing.  
we are rending in on one side and sending the images.  constraint on gum and capture the tab at specific coordinates.  

Reach out to Brad Lassey - as he wrote original tab sharing to get his advice on who is in the best position to do it.  likely copy maire, as may be someone on her team.
