118841 - new tabs should not be blank

Description

Historically, opening a new tab loaded the home page on the new tab.

Bug 105589 requested that an option be added so that new tabs could load
something other than the home page.

This bug was "fixed" by making new tabs blank.

This is a regression from the original behavior.  If an option is not going to
be added to specify an alternate (as 105589 requested), new tabs should default
to opening the Home Page, just as new windows default to opening the Home Page.
