1188608 - [gecko] update in-tree images to use taskcluster-vcs 2.3.8

Images need to be updated to the latest release of taskcluster-vcs.  This version includes decreasing retries from 20 to 1 and adding exponential backoff with jitter between retries

It appears that testing/docker/ubuntu-build and testing/docker/ubuntu32-build docker images use user repos on quay.io.  Is there any problem with moving these over to the taskcluster docker hub account and add Morgan and Dustin to it?  Tried ni? dustin but bugzilla rejected it.

Here's a try push if it helps any.  The builds that were affected seem to work in regards to the tc-vcs changes.  Some fail for other reasons.
