1188874 - Cut command in context menu is not consistent with that in edit menu

Environment:
Nightly 42.0a1 (2015-07-29)

Steps:

1. Browse a web page with at least one HTML non-editable element. (ex. https://news.google.com)
2. Select some text and right click on selection to show context menu.

Actual:
 The cut command is not shown.

Expected:
 The cut command is shown and enabled.

According to patches from Bug 1159490 and Bug 1170531, cut and copy commands should be always enabled in HTML document even if selecting non-editable text. Cross compare right-click context menu with edit menu on browser tool bar. When selecting non-editable text, cut command in edit menu is always enabled, however cut command in right-click context menu is not.

FWIW, Chrome has the same issue.
