I just noticed that DISALLOW_IMPORT_SETTINGS and DISALLOW_REPORT_SITE_ISSUE use same key "no_report_site_issue". Because of that it is impossible to disable them. They always flip back on.

Verified on Nightly/Aurora that "Disable 'Import from Android'" can toggled ON and OFF. DISALLOW_REPORT_SITE_ISSUE was removed in Bug #1189414.
