1191487 - Re-scroll selected job into view during chunk expand/collapse

For our new job chunking feature, perhaps we should re-scroll the selected job into view when toggling collapse/expand chunks. The selected job often moves quite a bit when the job tables change size.

To reproduce:
o select a job in a similar position to the screen grab
o expand job chunks

Expected:
A retained view of the job.

Observed:
The job disappears somewhere out of view on the new scroll.

We had this working in one of Cameron's gh-pages last night, albeit with a scrollTo speed which is a bit slow for our shared tastes. Would be a nicety if the scroll duration could be shorter with a full 10 push m-i view.
