When zamboni is configured to use a remote storage such as S3, process_addons --task=dump_apps and related code/commands do not work. It's tricky because it does need to generate files locally, call the tar command, then upload, but currently it's divided into tasks that need to speak to one another.
Note: Jason confirmed that the command is still useful, the recommendation engine uses it. I had an initial half-attempt started here: https://github.com/mozilla/zamboni/pull/3201
